*కుల గణన భారతీయ సమాజానికి ఒక ఎక్స్ రే*

కుల గణన, ఓబీసీ రిజర్వేషన్ల పెంపు 2024 లోకసభ ఎన్నికల్లో జాతీయ ప్రాధాన్యత అంశాలుగా మారాయి. నిజానికి భారతీయ సమాజం కులాల సమాహారం. బ్రిటిష్ పాలలో 1881 నుంచి 1931 వరకు ప్రతి పది సంవత్సరాలకు ఒకసారి జరిగే జనాభా లెక్కలలో కులాలవారీగా జనాభా గణన చేశారు. నిజాం సంస్థానంలో కూడా కుల గణన జరిగింది. కాని స్వతంత్ర భారతంలో 1951 నుంచి ప్రతి పది సంవత్సరాలకు ఒకసారి నిర్వహిస్తున్న జనాభా లెక్కల సేకరణలో యస్ సి మరియు యస్ టి ల వి తప్ప మిగతా కులాల లెక్కలు సేకరించడం లేదు. అప్పటి ప్రధాని జవహర్ లాల్ నెహ్రూ1951 సెన్సస్ లో కులగణనకు సమ్మతించలేదు. అప్పటినుంచి ఇప్పటివరకు ఈ డిమాండ్ కొనసాగుతూనే ఉంది. కాంగ్రెస్ బిజెపి పార్టీలు గతంలో కుల గణనకు ఒప్పుకొని యూటర్న్ తీసుకుని ఓబిసి లకు అన్యాయం చేసినవే.

తెలంగాణ రాష్ట్రంలో అధికారంలో ఉన్న కాంగ్రెస్ పార్టీ కామారెడ్డి డిక్లరేషన్ ద్వారా అధికారంలోకి వచ్చిన ఆరు నెలల లోపే స్థానిక సంస్థల ఎన్నికలలో ప్రస్తుతం ఉన్న ఓబిసి రిజర్వేషన్లను 23 నుంచి 42 శాతానికి పెంచుతామని హామీ ఇచ్చింది. మరి నేడు కుల గణన లేకుండా రిజర్వేషన్లు పెంచకుండా స్థానిక సంస్థల ఎన్నికలకు సిద్ధమవుతున్నారు. మరొకసారి బి సి లు మోసపోవాల్సిందేనా? మౌనముగాచూస్తూ ఉండాల్సిందేనా?

*కుల గణన ఎందుకు చేయాలి?*

ఇది అట్టడుగు వర్గాల సామాజిక, విద్య, ఆర్థిక, రాజకీయ, సాంస్కృతిక వెనుకబాటుతనాన్ని బట్ట బయలు చేసే ఒక ఎక్స్ రే.

1. *కుల గణన ఒక సామాజిక అవసరము:* – భారతీయ సమాజంలో కులం అనేది ఒక వాస్తవికత . కులం,కుల వ్యవస్థ, కుల వృత్తులు, కుల సంస్కృతి అనేవి భారతీయ జీవన విధానంలో వేల సంవత్సరాలుగా పెనవేసుకొని ఉన్నాయి. నిత్యజీవితంలో పెళ్లి, పండుగలు, వృత్తులు, వ్యాపారం, రాజకీయాలు కులంతో ముడిపడి ఉన్నవే. ఈ కులాలు వర్ణ వ్యవస్థ చట్రంలో ఉన్నత, నిమ్న భావాలతో అమర్చబడినవే. విద్యకు నోచుకొనక సామాజికంగా, ఆర్థికంగా, రాజకీయంగా వేల సంవత్సరాలుగా అణగదొక్కబడిన ఈ వర్గాలు భారత రాజ్యాంగం ప్రసాదించిన సామాజిక ఆర్థిక, రాజకీయ, న్యాయాలను అందుకోవాలంటే ప్రత్యేక రక్షణలు అవసరము. అందుకే వీరికి ప్రత్యేకoగ రిజర్వేషన్లు విద్యా, ఉద్యోగ, రాజకీయ రంగాలలో అవసరం. అప్పుడే వీరికి సామాజిక న్యాయం అందుతుంది.
2. *రాజ్యాంగపరమైన న్యాయపరమైన అవసరము:* – రాజ్యాంగము నిర్దేశించిన ప్రాథమిక హక్కులు ఆదేశిక సూత్రాలు అమలు కావాలంటే సమగ్ర కుల గణన అవసరము. రాజ్యాంగపరమైన విద్యా ,ఉద్యోగ స్థానిక సంస్థలలో రిజర్వేషన్లు పొందాలంటే కుల గణన అవసరము. నిజానికి భారత రాజ్యాంగము ఆర్టికల్ 15 (4) లో సామాజికంగా, విద్యాపరంగా వెనకబడిన తరగతులని పేర్కొనటం జరిగింది. వెనుకబడిన తరగతులను గుర్తించాలి అంటే కులమే ప్రధాన ప్రామాణికమని సుప్రీంకోర్టు, కాక కాలేకర్, మండల్ కమిషన్లు నొక్కి చెప్పడం జరిగింది. రిజర్వేషన్ల పెంపు, అమలు విషయంపై ఓబిసి కులాల లెక్కలు లేకపోవడం వలన అనేకసార్లు బిసిలకు సంబంధించిన కేసులు ఓడిపోవడం జరిగింది. భారత రాజ్యాంగం ఆర్టికల్ 343 ఏ(3) ప్రకారము రాష్ట్రాలు వెనుకబడిన తరగతుల జాబితాను తయారు చేయవలసి ఉంది. ఆ జాబితాను విద్య, ఉద్యోగ ,స్థానిక సంస్థల ఎన్నికలలో రిజర్వేషన్ల కొరకు వినియోగించు కోవచ్చును. కేంద్రం కూడా తమ సొంత ఓబిసి కులాల జాబితాను ఆర్టికల్ 342 ఏ(1) ప్రకారము రాష్ట్రాల వారీగా తయారు చేసుకోవచ్చును.
3. *ఇది పరిపాలనాపరమైన అవసరము:* – కులాల వారిగా సామాజిక ఆర్థిక రాజకీయ పరిస్థితులు ప్రతిబింబించే జనాభా లెక్కలు ఉన్నప్పుడే అర్హులైన వారికి ప్రభుత్వ పథకాలు అందించే వీలు ఏర్పడుతుంది. వారి అభివృద్ధికి తగు ప్రణాళికలు రచించవచ్చును. సమగ్ర సమ్మిళిత అభివృద్ధి సాధ్యమవుతుంది. బిసి కులాలను ఉప కులాలుగా విభజించటం వీలు అవుతుంది. క్రిమిలేయర్ ను కూడా సమర్థవంతంగా అమలు చేసే అవకాశం ఏర్పడుతుంది. కేంద్ర ప్రభుత్వం 1948 జనాభా లెక్కల చట్టంలో ఓబిసి కులాల జాబితాను చేర్చి ఎస్సీ ఎస్టీ కులాల వారి లాగానే ఓబీసీల జనాభ లెక్కలు సేకరించ వచ్చును . అలాగే రాష్ట్రాలు కలెక్షన్ ఆఫ్ స్టాటిస్టిక్స్ 2008 చట్ట ప్రకారం కుల గణన చేపట్ట వచ్చును. పాట్నా (బీహార్) హైకోర్టు రాష్ట్రాలకు కుల గణన చేసే అధికారం ఉంది అని తీర్పు ఇవ్వడం జరిగింది.
4. *సబ్బండ వర్గాల అభివృద్ధికి అవసరము:* – వెనుకబడిన వర్గాల లెక్కలే కాకుండా అభివృద్ధి చెందిన వారి లెక్కలు కూడా తీయాల్సిన అవసరం ఉంది. ఆర్థికంగా బలహీన వర్గాలకు చెందిన (అగ్రవర్ణాల) 10 శాతం రిజర్వేషన్లు కూడా సమర్థవంతంగా అమలు చేయవచ్చును.
5. *నైతిక అవసరం:* – ఒక సమాజం యొక్క మానవీయత ఆ సమాజం బడుగు బలహీన వర్గాలకు కల్పించిన ప్రత్యేక రక్షణ లపై ఆధారపడి ఉంటుంది. మరి వేల సంవత్సరాలుగా వివక్షతకు గురైన ఈ వర్గాలకు ప్రత్యేకoగ రిజర్వేషన్ రక్షణలు కల్పించవలసిన నైతిక బాధ్యత ప్రభుత్వంపై ఉంది.

*కుల గణనను కొందరు వ్యతిరేకిస్తున్నారు ,ఎందుకంటే?*

1. కుల గణన వలన దేశ సమైక్యతకు, సమగ్రతకు భంగం కలుగుతుంది, ప్రజల మధ్య వైశమ్యాలు ఏర్పడతాయి, ప్రజలు విభజింపబడతారు అని.
నిజానికి భారతీయ సమాజం మూడు వేల సంవత్సరాల క్రితమే కులాల వారిగ ప్రజలను విభజించింది. ఇందులో కొత్తగా విభజించేది ఏమి లేదు. అదేవిధంగా దేశంలో జనాభా లెక్కలు సేకరించే టప్పుడు మతం, ప్రాంతం, భాష విషయాలు సేకరిస్తాం . మతం, భాష, ప్రాంతం విషయాల సేకరణ వలన దేశ సమగ్రతకు సమైక్యతకు భంగం కలుగదా? కేవలం ఓబిసి కుల గణన వల్లనే వైషమ్యాలు పెరుగుతాయని, దేశ సమగ్రతకు భంగం కలుగుతుందని చెప్పడం విడ్డూరం. అలాగే జనాభా లెక్కలలో 1234 యస్సి కులాలు, 698 ఎస్టి కులాల లెక్కలు తీస్తున్నాము మరి కేవలం 4000ల ఓబీసీ కులాల లెక్కలు తీయడం వలన మాత్రమే దేశ సమగ్రతకు భంగం కలుగుతుంద ?మరి మనము ఇప్పుడు ఎందుకు తీయకూడదు.
2. *కుల గణన వలన రిజర్వేషన్లు పెంచాలని డిమాండ్ పెరుగుతుంది* – ఇది కూడా వాస్తవము కాదు కులాల వారీగా జనాభా లెక్కల వలన అత్యంత వెనుకబడిన వారిని సులభంగా గుర్తించవచ్చును వారికి రిజర్వేషన్లు సమర్థవంతంగా అందించవచ్చును .అభివృద్ధి చెందిన వర్గాల రిజర్వేషన్ల డిమాండ్ సమర్థవంతంగా ఎదుర్కొన వచ్చును. రాష్ట్ర ప్రభుత్వములు తమ ఓటు బ్యాంకు కొరకు కొన్ని అభివృద్ధి చెందిన కులాలను వెనుకబడిన తరగతుల జాబితాలో చేర్చడాన్ని సమర్థవంతంగా అడ్డుకోవచ్చును. వెనుకబడిన వర్గాల న్యాయపరమైన రిజర్వేషన్ల పెంపు డిమాండును పరిశీలించి చట్టబద్ధమైన నిర్ణయం తీసుకోవచ్చును.
3. *బిసి కుల గణన సంక్లిష్టమైనది* సుప్రీం కోర్టులో ప్రస్తుత కేంద్ర ప్రభుత్వ అఫిడవిట్ .ఇది పూర్తిగా వాస్తవానికి విరుద్ధం . ఓబిసి లు తమ కులమును చెప్పుకోలేనంత వెనుకబడి ఏమి లేరు. 1234 ఎస్సీ కులాలు ,698 ఎస్టి కులాల జనాభా లెక్కలు తీయగలిగినప్పుడు 2633 ఓబిసి కులాలు సుమారు 4000 రాష్ట్ర బీసీ కులాల జనాభా లెక్కలకు ఇబ్బంది ఏమి కాదు. ఎలాంటి సాంకేతిక ,రవాణా ,కమ్యూనికేషన్ సౌకర్యములు లేనప్పుడు ,ప్రజలు నిరక్షరాస్యులుగా బానిస బతుకులు బతుకుతున్నప్పుడు ,బ్రిటిష్ వారు కుల గణన చేసినప్పుడు ఈ ఆధునిక యుగము లో కుల గణన చేయలేమని చెప్పడం హాస్యాస్పదం. చేయాలనే సంకల్పం ఆదిపత్య కులాల ప్రభుత్వాలకు లేకపోవటమే దీనికి కారణం.

కుల జనగణన వలన మాత్రమే ఓబీసీ కులాలకు సమానత్వం ,సామాజిక న్యాయం అందుతాయి .వారి సామాజిక, విద్య, ఆర్థిక, రాజకీయ వెనుకబాటుతనం తేటతెల్లం అవుతుంది. జనాభా దామాషా ప్రకారం రిజర్వేషన్లు పెంచవచ్చు. కుల గణన ఈ దేశానికి ఒక దిశ ,దశ నిర్దేశిస్తుంది. దేశ ప్రగతికి దిక్చూచిగా మారుతుంది. ఓబీసీ లను సబ్ కేటగిరీలుగా చేసి విద్య ఉద్యోగ స్థానిక సంస్థలలో రిజర్వేషన్లు కల్పించి అట్టడుగునా ఉన్న వారికి అభివృద్ధిఫలాలు అందించే వీలు ఏర్పడుతుంది. పేదరిక నిర్మూలనకు తోడ్పడుతుంది . లేనిచో సామాజిక న్యాయం అందని ద్రాక్ష పండే .సమగ్ర కుల గణననే భారతీయ వాస్తవికతకు దర్పణంగా నిలుస్తుంది.
ఇప్పటికైనా కేంద్ర , రాష్ట్ర ప్రభుత్వాలు మేలుకోని కులగణన చేయాలి, లేనిచో రా బోయే ఎన్నికలలో బిసి ప్రజల ఆగ్రహానికి గురికావాల్సి వస్తుంది.

సోషల్ జస్టిస్ పార్టీ ఆఫ్ ఇండియా ఆధ్వర్యంలో నిర్వహించ తలపెట్టిన “విద్యా దీక్ష” కరపత్రాల ఆవిష్కరణ కార్యక్రమం ఈరోజు హైదరాబాద్, ఎల్ బి నగర్, మన్సురాబాద్ లోని ప్రొఫెసర్ జయశంకర్ సార్, సావిత్రిబాయి పూలే విగ్రహాల వద్ద ఆవిష్కరించడం జరిగింది.

“విద్యా దీక్ష” జూన్ 25 మంగళవారం ఉదయం పది గంటల నుండి సాయంత్రం ఐదు గంటల వరకు ఎల్బీనగర్ మహాత్మా జ్యోతిరావు పూలే విగ్రహం ఎదురుగా ఒకరోజు దీక్ష కార్యక్రమం నిర్వహిస్తున్నాము. కాబట్టి మేధావులు, విద్యావేత్తలు, ప్రజా సంఘాలు, కుల సంఘాలు, మరియు అన్ని రాజకీయ పార్టీల నాయకులు ఈ విద్యా దీక్ష కార్యక్రమంలో పాల్గొని విద్యా వ్యవస్థలో తీసుకురావాల్సిన గుణాత్మకమైన మార్పులను ప్రభుత్వం దృష్టికి తీసుకెళ్లవలసిందిగా విజ్ఞప్తి చేస్తున్నాము.
